WAIVER SCHEME 2011

Value of Waiver

Householders in receipt of a waiver will receive free bags in installments up to the
value of €80.00 for the year.


Basis of Determination of Eligibility for Waiver

 

Single Income Household:

The nett annual income will be assessed.

Double Income Household:

The income of both earners will be assessed.

Three or more incomes:

The two highest incomes will be assessed. In addition, the allowance for other
earners in the household will be limited to €40 per week per person or €20 per week
per person where the person is in receipt of not more than the equivalent of the
maximum personal rate of Unemployment Assistance.


Allowances

An allowance of €29.80 will be made for each dependent child.
A dependent child is one who is not in receipt of any income in its own right (children
on a FÁS organized course or in receipt of Social Welfare payments are not
dependent children).

The following basis will be used for assessment purposes:

1. Householders in Employment

Each earner’s P.60 for the year ending December 2009 is to be submitted.

2. Householders on long term Social Welfare

It will be assumed that this position will continue for 2011.

3. Householders on short term Social Welfare

Householders will be asked to submit relevant income certificates.

4. Householders who are self-employed

Most recent certified income and expenditure accounts are to be submitted.


Nett Income

In assessing Nett Income:

a) Income from investments will be the nett income (i.e. after the deduction of
tax) credited or paid.
b) Earnings after any deductions for PAYE and PRSI are made.
c) Income from Boarders etc:
Full Board – 25% will be taken as income
Partial Board – 50% will be taken as income
d) Rents received from lettings of garages, etc., will be assessed in full.

 

The following will be disregarded in assessing Nett Income

(i) Child Benefit
(ii) Social Welfare Rent Allowance
(iii) Any other Allowance to meet a specific outgoing of an unusual type (e.g. for
medication)
(iv) Disability Allowance


Income Limits

(A) Single Person – Maximum State Pension (Contributory) and Living Alone
Allowance
(B) Two or more Adults – Maximum State Pension (Contributory) X 2.


The above limits apply after deducting allowances for dependent children.
The single Person’s limit at (A) above will apply where there is a household with
single occupancy.


Multi-Occupancy

Application for the Waste Charges Waiver will have to be applied for by each unit
within the complex


Hardship Clause

If in the opinion of the County Manager, having regard to household circumstances,
the payment of charges would result in severe financial hardship or if exceptional
circumstances prevail, a waiver or an additional waiver over and above that which
the applicant would normally be entitled to under this scheme may be granted.
