New Waste Collection Permit Regulations


The Waste Management (Collection Permit) Regulations 2007 (as amended) came into operation on 1 June 2008. The Regulations set out procedures for the making of permit applications for single region or multi region waste collection, public consultation, consideration by local authorities of public submissions in relation to permit applications, and the grant, refusal and review of permits by local authorities.


Under the new Regulations a new multi-region waste collection permit has been introduced which will remove the requirement for permit holders to hold separate waste collection permits for each region in which they operate and applications can be made to one nominated authority on one application form.

Permit holders are advised to read the new Regulations and Guidance Manual and these documents are available to download.

These new Regulations were brought into force in 2008 and amend the Waste Management (Collection Permit) Regulations 2001. 

Waste Management (Collection Permit) (Amendment) Regulations 2008
These Regulations amend the 2007 Regulations by changing the commencement date of the introduction of the 2007 Regulations.

Waste Collection Permit Regulations – Guidance Manual
This document prepared by the EPA gives detailed guidance about the Regulations and will assist permit holders in completing their review application form. 


In order to give effect to the new Regulations, a review of existing waste collection permits in the Dublin Region is being initiated undertaken. Dublin City Council is the nominated authority for the Dublin Region and is responsible for issuing, administering and reviewing waste collection permits.
